Republican Governor Scott Walker delivered his second State of the State address this evening before a joint session of the legislature and crowded viewing gallery. Governor Walker stayed on message as he has this past year touting the difficult decisions that were made to balance a $3.6 billion deficit while avoiding major tax increases and mass government employee layoffs.
Throughout the speech, Walker focused on his continued goal of job creation, an improved business climate and on his Wisconsin Working jobs plan which is intended to direct policies and resources towards Wisconsin’s workforce through training investments and recruitment services. Additionally, Walker indicated his support for mining reforms which can possibly create thousands of jobs throughout Wisconsin.
Finally, Governor Walker used the address to announce the creation of the Waste, Fraud and Abuse Elimination Taskforce which stems from a recently released final report of the Commission on Waste, Fraud and Abuse, which identified over $400 million in potential savings. This new taskforce will be charged with implementing and tracking those recommendations and will coordinate state agency sub-groups which will be formed to continually identify waste and potential efficiencies.
The address was not without interruption by random outbursts from Walker opponents who were quickly removed from the gallery.
The State Assembly will be in session tomorrow to address AB 426 relating to ferrous mining reforms, among other items.

One year later…
In July 2010, Be Bold Wisconsin: The Wisconsin Competitiveness Study was unveiled. This study, commissioned by the Wisconsin Economic Development Association (WEDA), the Wisconsin Counties Association and Competitive Wisconsin, Inc., focuses squarely on producing a well-reasoned, executable economic development strategy for improving Wisconsin competitiveness and positioning the state for business growth, job creation and increased per capita income of our residents. WEDA has taken a lead role in the initiation of this study and has worked diligently to contribute to the implementation of the recommendations identified in the study. Since the publication of the results of the study, WEDA has been very active promoting legislation, efforts, organizations, and projects toward that end. Here’s a sampling of the work that has gone on:
Major Recommendations:
- Restructure economic development organizations to align processes and financial resources
- Create quasi-public organization to manage economic development financial, attraction, branding and retention programs while eliminating the leadership revolving door of current and past organizational structures
WEDA action to support this recommendation:
WEDA introduced its 2011 Legislative agenda which prioritized support for activities related to implementing the Be Bold strategies. Our Legislative Committee, Board members and legislative staff provided testimony, endorsed and otherwise supported efforts to achieve the above recommendation.

- Funding for this innovation program would initially come from $500 m in unallocated state bonding authority.
Due to the financial constraints of the 2011-13 biennial budget bill, WEDA chose not to proactively advocate for the $500 million in bonding authority for this project. Instead coming up with alternative funding suggestions to be reviewed in 2012.

Once Thanksgiving is over the year’s big holidays get all of the attention. It is widely reported that most people don’t make any effort to pause and reflect about what they are really thankful for. If you would do that over the Thanksgiving weekend each year, psychologists believe your health will improve and you will exhibit longer-term satisfaction with life. It is also believed you will find yourself in the holiday spirit much sooner. Those are not bad outcomes, and all you have to do is list the things that you feel thankful or grateful for.
If I think about it from WEDA’s perspective, there are some obvious areas of gratitude:
#1. WEDA is thankful for your individual involvement and investment in the organization. WEDA is proud to represent your interests in the on-going effort to improve and transform the economic development efforts in Wisconsin. We will continue providing programs and services that benefit you and your organization.
#2. WEDA is thankful the BE BOLD WISCONSIN report is continuing to be the “roadmap” for improving Wisconsin’s economic development efforts. The WEDC’s formation this year is already paying dividends for Wisconsin and much more is expected from the quality team that Paul Jadin has put in place. The focus has turned to improving the venture capital efforts, and WEDA will be involved in those discussions.
#3.WEDA is thankful that one our major value-added services –Locate In Wisconsin, a statewide building and site database- is up and running. It was always the plan for the WEDC to take over operation of the database from WEDA, and that took place this month. WEDA will continue working with partner organizations to bring new tools and ideas to our members.
#4. WEDA is grateful for all the great work our committees and staff provided this year to further the goals of the organizations. The excellent Fall Conference in La Crosse last September is one shining example. We made changes to the organization’s overall management this year and those changes are paying dividends.
While those psychologists might say only four items is “gratitude lite”, I am already in a more festive holiday mood. So please join me and take time for family and friends this holiday season.

The Wisconsin Legislature formally adjourned its regular business floor period earlier this month; however the Governor’s special session, the second one called this year, is still open, which may bring the legislature back to Madison in December. Several bills that were supported by WEDA passed both houses and have been signed into law this month. Several more are still in the process.
Bills that have been enacted include:
- 2011 Wisconsin Act 77 (AB 179) which allows for the creation of multi-jurisdictional TIF’s.
- 2011 Wisconsin Act 71 (AB 275) which allows the Board of Commissioner of Public Lands to invest in notes or other instruments of indebtedness from a state, town, village, city, county of school district.
- 2011 Wisconsin Act (SS SB 2) expands WHEDA’s Small Business Loan Program to guarantee loans to eligible borrowers. The bill expands the definition of small business to include businesses with 250 or fewer full-time employees and increases the maximum portion of the principal loan to be guaranteed under the program to 80% of the principal loan or $750,000, whichever is less.

Recall Fever
Efforts to recall Governor Scott Walker and four more republican Senators are now formally underway. Governor Walker recall supporters, who are unhappy with changes enacted earlier this year that ends most collective bargaining for public employees, must collect at least 540,208 valid signatures in the next 60 days. The Government Accountability Board (GAB) must then certify that there are enough valid signatures in order to proceed with the recall election. While several democrats have been mentioned as potential candidates to take on Walker, none have formally announced.
In other recall news, Senators Scott Fitzgerald (R-Juneau), Pam Galloway (R-Wausau), Terry Moulton (R-Chippewa Falls), and Van Wanggaard (R-Racine) all face recall challenges. Election officials estimate they will need up to $650,000 in extra budgeting in 2012 to handle all the costs associated with the recall elections, and estimate that the recall elections may cost millions more for local units of government.

New WEDC Operations Plan

About the time you receive this newsletter, WEDC will be promoting its new Operations Plan for the 2011-2012 fiscal year, showing how the new organization will generate better results on investments and how we will strengthen economic development partnerships. The WEDC Board in October approved the Operations Plan which includes four main objectives:
- Investing in companies and industries that are creating jobs, through start-up, expansion or relocation.
- Advancing key target industries and consortia.
- Strengthening our investment in community and business development networks.
- Promoting a positive business climate.
With WEDC’s targeted focus on business development, we will achieve these outcomes:
- Build a stronger economic development network in Wisconsin
- Create and retain 50,000 jobs
- Serve 1,000 Wisconsin businesses
- Support 125 Wisconsin communities through financial or technical assistance
- Advance best practices on state investment policy
- Improve accountability on the investment of state tax money
Already WEDC is making a difference on economic development delivery through this new approach. WEDC has:
- Improved service to businesses through an emphasis on customer relationship management, and the adoption of new customer management technology.
- Improved service and coordination with local and regional economic development planners through more visible leadership and involvement by WEDC staff.
- Sharper focus on industry sectors to take advantage of those industries’ unique competitive advantages.
- Clear performance benchmarks that will result in greater measurement and accountability of return on the state’s investment.

The legislature met this month in the first regularly scheduled floor period of the fall session, which is scheduled to continue through the first week in November. While the September calendar was relatively light, items we may see come before either house include more substantial proposals relating to venture capital investments as well as legislation updating Wisconsin mining statutes in hopes of attracting a significant mining project in Northwestern Wisconsin. The WEDA Legislative Committee continues to monitor and review these and other proposals and will provide member alerts as legislation starts to make its way through the process.
Meanwhile, Governor Scott Walker continues to focus on jobs and the economy as he recently announced a series of Job Creation Forums to be held throughout the state with various business leaders and key administration officials. The first forum was held on September 22 in La Crosse with others scheduled for Green Bay and Milwaukee. The forums are expected to focus on issues such as access to capital; regulatory reform; permit reform; tax reform; and workforce development.
Names in the News:
- Senator Rich Zipperer (R-Brookfield) has been appointed to serve on the Wisconsin Economic Development Corporation Board of Directors. He replaces former Senator Randy Hopper.
- Senator Joe Leibham (R-Sheboygan) has been appointed to chair the Senate Economic Development and Veterans & Military Affairs Committee. He replaces Sen. Zipperer, who was recently named to the Joint Finance Committee as well as the WEDC Board of Directors.
- Aaron Olver, former Department of Commerce Secretary under Jim Doyle, was recently named Director of Economic Development for the City of Madison.
- Former City of Burlington Mayor Claude Lois has been named administrator of the Department of Revenue’s Division of State and Local Finance.

The Wisconsin Economic Development Corporation (WEDC) continues making progress toward becoming the state’s lead economic development entity. Since July 1, when WEDC replaced the Wisconsin Department of Commerce, we have been taking bold leadership to better serve more Wisconsin businesses, generate better results on economic development investments and bring more resources together to strengthen and promote Wisconsin’s economy.
I am excited about the progress we’ve made and the plan we are laying out to establish WEDC as the state’s lead economic development organization. I want to thank all of the leaders who have been engaged to help us implement these changes and support the commitment to change the way we approach economic development in Wisconsin.
Here are some recent accomplishments and near-term priorities:
- WEDC has hired four new vice presidents and a director of capital development:
- Brenda Hicks-Sorenson is the Vice President of Economic and Community Development. Brenda has been involved in local economic development her whole career. She has served on various economic and workforce development boards and committees. She most recently was President of the Fond du Lac County Economic Development Corporation.
- Lisa Johnson is the Vice President of Entrepreneurship and Innovation. Lisa has served a variety of executive roles in business start-up and business investment strategies. Lisa has spent over 20 years in business development in the biotechnology sector. She most recently served as Chief Business Officer for Semba Biosciences, Inc. in Madison.
- Lee Swindall is the Vice President of Business and Industry Development. Lee has over 30 years experience in business development, strategic communications and marketing and public relations. Lee most recently was the Director of Marketing, Director of Consulting Services and acting Executive Director for the Wisconsin Manufacturing Extension Partnership.
- Lora Klenke is the Vice President of International Business Development. Lora has many years of experience in export development in Japan, China, Mexico South Korea and Turkey. She most recently was Director of the Agricultural Market Development Bureau with the Wisconsin Department of Agriculture, Trade and Consumer Protection.
- Tim Cooley is the Director of Capital Development. Tim has served a variety of executive roles in formulating strategy and driving and managing growth plans for high-profile companies and organizations. After working over 20 years developing the regional competitiveness and entrepreneurial ecosystems of the Southern California region, he most recently served as Director of Economic Development for the City of Madison.
- A new Vice President of Marketing and Public Affairs will be on board soon to develop a program to brand and market Wisconsin as a place for business growth.
- WEDC has been taking an active role in shaping comprehensive, early through expansion-stage capital proposals to be introduced in the fall legislative session. We have had discussions with dozens of experts in the field, reviewed best practices from around the country and have designed a model specific to the needs in Wisconsin.
- We have made many internal changes that are not readily visible but are necessary and will provide long-term benefits for our customers, partners and taxpayers. Some of those changes include: new accounting systems that will allow for better financial management, implementing Salesforce.com to provide more transparency and customer activity tracking, creating a pilot program to align technology, reporting and outcomes with our extended partners and developing a temporary WEDC web site.
We’ve done all this in the past three months while maintaining “business as usual” for those communities and businesses working with WEDC.
